Sorry to hear it but units lost in riot cannot be restored. However, there's a number of measures you can do in order to prevent riots such as calculating your resources, enabling automated trade, etc.

Once you've learned the "Trade Administration" science, trade administration settings will available from the Traders' guild (only available in the graphical village screen).
